When you are trying to hatch your Eggs the game tracks your movement using GPS which has a speed limit and not a pedometer.

Pokémon GO imposes a speed limit of 40 km/h, which is meant to keep people from playing the game whilst driving or logging additional distance by having the app run in the background.
