Magikarp needs an incredible amount of Pokemon Candy in order to Evolve, four hundred to be exact. This is more than any other Pokemon in Pokemon GO.

Magikarp might not be the most common Pokemon in all areas, but near water, like all Pokemon Games, it's the most common Pokemon. And since it is so common, and also because it evolves into the powerhouse known as Gyarados, it's no wonder why it takes so many Pokemon Candy for it to Evolve.

Magikarp does not show up near water nearly as much as it should. I live in the land of 10,000 lakes and have a lake within half a mile anywhere I go yet I've only seen 3 magikarp

I work near a pond and catch about 4 a day

For me it-s kind of hit and miss as well - I live near the sea and some days I get a few Magikarp - and other days none.
