I am at level 9 of Ring Road construction and part of this level is to collect taxes from the Road Junction buildings. Are there particular buildings that I need, and where do I find these to build them?

I had the same issue. What I had done was sorted building into different sections (I.e., put put buildings which collect taxes in areas together and put buildings which increase population together.)
The Road Junction is that that highway intersection which is just to the upper left of the main center section. Every time I would click on the button about collecting taxes, it would take me to the zone just below that -- where I had only population buildings.
I moved a couple tax buildings over to next to that road leading to the road junction. Once I collected the taxes it opened up a lot of other rewards which I had waiting.
