You get it in the k'mirkk station of the y'mirr system for $59,999.

The mass driver md 10 blueprint is found on k'mirkk station in the y'imrr system. You will have to first equip yourself with a khardor drive and at least 8 energy cells or more for the trip there and back. Second you will have to buy the co-ordinates for the y'imrr system at the lopat station in the vulpes system. And it's recommended that you get some cash because the co-ordinates don't come cheap (500,000 credits to be exact.) it's also a good idea to buy both energy cells and either make or buy a cloaking device because this system is a very dangerous vossk owned system.
