You have to first expand next to the girl in the woods furthest left to the north to gain the potion shop ( only get as a goal).

So if I understand correctly you have to expand to that lady and THEN do the quest she gives you which is called "gathering ingredients" (the one where you get the skunkupine tails sap and living wood)...then the glue crafting option will open up?? I know this was asked years ago but help this quest sucks donkey testicles...I'm so confused and frustrated..

You need a quest which tells you to expand to IVY and she gives you a quest to make simple glue but then it allows you to build the potion shop, HOPE THIS HELPS ADD JEANINE147❤
