Simple answer keep playing. Treasures are mostly gained from hunting monsters. However, there are other ways like rewards from events and such. The higher level monster the higher level treasures you will accumulate.

If you have not already figured out how to attain helmets and how to use the salvage kits I will explain both briefly. The helmets can be attained two ways, either by chests (material, alliance and head gear equipment chests) or by killing certain level monsters. The salvage kits are used to lower cost of gold needed to resurrect destroyed ships of your own. Each kit is equivalent of 100 gold.

To increase levels in all buildings within your fortress need resources to upgrade. There is also certain buildings that will also need to be levelled. For the pub you need to have the weapon building also levelled up. For the shipyard you need to level up not only the dock but you also need to upgrade the armoury.
