I am stuck on part three, chapter 7. I cannot get pass the elevator. I do not have a sniper.

Instead of trying to shoot them out just run forward to the left side, rest a minute and then run forward again but to the right this time, this brings you to a opening door.

You have to go to the reception and hit the exit button then when you hear the buzzing sound exit through the double doors with the exit sign above
