Forget about the star rankings when you are going up against other players and are close to their HQ, instead deploy a few troops to raid their resources and target their factories, ammo dumps and oil storages.

When you attack make sure you have as many troops as possible and that your HQ bunker is upgraded so you are able to max out your army camps as high as possible.

To survive attacks from other players it is important that you build up a tight defense. A good way of doing this is to place your buildings close together so they form a circle with the those containing ammo and oil in the middle. Then place your defensive towers in strategic locations so that their range covers as much as possible.
