After all level 3 visual upgrades are installed including decals it will be topped, I have all performance level 3 and all performance unique upgrades with all level 3 vinyls, decals, on my skyline and it's still 5. You can not get a 6 with out a rare version of the hacked game. Which is no different besides you have more cars and a code section.

You aquire it when all or just most lvl 3s are installed, like lvl bumoers, headlights everything, And do some decals too.
