Complete Story Mode Scenarios and buy it for 5,500.

Maybe try unlock all the other events, get 5,500 money for buying him. Complete all the Story Mode Missions, and maybe unlock these characters (could be more):
Iruka Umino
Zabuza
Haku
Kakashi with Sharingan
Mizuki
Akamaru
Might Guy
