As cool as it would be, no you cannot unlock the 3rd Hokage.
I heard you can by getting hokage rank in time attack, oboro, and survial moddes, and costs 250,000 coins.
If it was true, we'd be psyched but sadly, the Third Hokage is not in Naruto:Clash of Ninja 2. Hope this helps you out.

I don't know what you guys are talking about!! Of course you can get the third hokage. Your all liars because I have him, and so do my cousins. If you say youve gotten hokage in all modes and you havent unlocked him then thats a lie.I have proof that you can! If you listen to iruka's sounds on the sound player, in one of them he says, "I'm sorry, lord hokage.". Thats what he says what he defeates the 3rd hokage because nobody else in the game is hokage!
That's BS. Lord 3rd is not available in the game. Go on YouTube and look up all the characters of clash of ninja 2, not revolution. Lord 3rd is not in this game.
