I am in the fortress on the quest to free Sokka, Katara, and Haru. I approach the area where Sokka is being held and the cutscene shows Sokka in the cage. As soon as the cutscene is over, my quest changes and says that Sokka has already been freed. I go in the room and the cage is broken, but Sokka is nowhere to be found. I tried to restart the game from where I had last saved, which was just before entering the fortress. Instead this time I tried to go to Haru first, but when I went to him, the game said Sokka was free when I didn't even find him yet. The same thing happened when I went to Katara first. Can someone offer any advice to work around this glitch other than starting the game over?

Why don't you just press right on the c-buttons and see if sokka comes out. You are supposed to go to sokka first and then go to haru and then go to katara.
If the cage is broken and sokka is not there,then try being sokka.
