I actually have two questions:
I've read that furniture called 'cabinets' can be used to store items, such as tickets or stationary. I have a cabinet and can't get it to work - when I press the A button, I pick the cabinet up, or if I try to push and press A, it just moves. How do I place items 'in' cabinets? Also, can items be placed in bureaus, wardrobes or armoires?
I noticed a balloon floating by with a present attached - is that something I can catch with the bug net?

To put things in the cabinet, just give A a quick tap. If you put it away, you could be pressing B on mistake. I'm pretty sure wardrobes can be used for items as well.
The trick to the present is to follow it around until it get stuck in a tree, then simply shake the tree for it to fall out.
Ummm No...the Gifts attached to balloons can only be gotten by popping the balloon with a slingshot. They will not get stuck in trees.
P.S. Don't pop the balloon over the river you will not be able to get it if it falls in.
And how do you get a slingshot??? I have got MANY presents attatched to balloons by shaking trees! And by the way We are talking about Animal Crossing Gamecube not any other type of animal crossing you may use.
