You get Sam when Frodo is kidnapped by orcs. He's pretty much the same as Frodo but instead of ring-related abilities he has saucepan bash + Samwise the Brave.
Apparently you can play as Gollum (Sméagol wouldn't hurt a fly!) in Helm's Deep & Moria but I've never proved it
