Can you get DEOXIS in the pokedex?

Where can you find LATIOS and LaTIAS?

Why can't I catch both KIOGRE and GROUNDON and RAYQUAZA?

For Deoxys you can't get it, Latios and Latias have 1% chance in ruby (latios) and in sapphire (Latias),and for the last three (Kyorge, Groudon,and Rayquaza) You should clear their bonus stage twice Kyorge in sapphire Groundon in ruby and Rayquaza in any table.
