I got 100 chip or "fragments of power" but the circle thing won't let me in!Please help.

Well if I haven't you have to have the Star ID which you get from beating the game

Yeah there right beat the game and have a hundred standerd chips and it will let you in.

you have to get the star id a.k.a. the WWW ID. This is earned by completing one of the jobs on the BBS. I don't remember which one but the meeting place is inside the hospital TV.
