Head to where the entrance of undernet 4 is.
If that doesnt help then this should: from the entrance of undernet 2 go up the slope and go on the first warp point. From ther go down then left onto the moving platform. Then go down the first slope and take a left. From there take the first moving platform you see. Keep going until you reach the warp point. Take it and go right but NOT on the moving platform. Go down and there he is. I would reccomed saving because you have to battle him. After the battle he gives you an HP memory.
