Beastman V2 is located in Scilab 1, in the part of it accessable from the path beside the Cybermetro station. Head into the area and down the first branched off long pathway. He is at the end of that pathway.
When you get to scilab 1 go staight until you take a turn than go right and go straight for a dead end beastman will be waiting at the end.
