Jack into one of the statues ontop of that mountain where you first do the battle network tournament. Go to the other portal and there will be a dealer situated in the middle of the undernet. Folder back costs 150 bugfrags.
At Hades Isle, jack into the goblin statue on the outsde of the island. There is a portal leading to Undernet 2. There is a Bugfrag trader there who is selling FolderBak (Blue version) or NaviRecycle (White version) for 200 Bugfrags.
Don't forget: you must have Blue version.
