its at the mayor's house in west city. Its the house thats a screen below from the landing point.
Its in the house with the chest it's in in the city with the house with the chest it's in in the continent with the city with the house with the chest with it in it
Alright I'm going to dumb this down as much as possible, go to the mayor's house (it's the one with two doors) go into the left door, there in that chest is the card to the apartment block, as well as a missing namekian and a gold capsule, the chest looks similar to a large chest from minecraft. So there ya go, llap, and have fun with facing off with Cooler (you'll have a tough time at first, believe me).
