I can't seem to know where to put the cheat code in I am on a 3ds
But I already used my master all on Lucia so how do I get more master balls now?

You may not be able to use the cheat codes in 3DS. All of the cheat codes are meant for the original GameBoy Color version of the game, which would need to be attached to a GameShark to make work.
Alternatively people also use the Pokemon Gold cheats using the cheat menu of their emulator.
If you are playing Pokemon Gold on the 3DS I really don't think there is a way to make the cheats work, sorry.
