First you need to know how to do the Mew glitch with the gambler.you know what happens to your start button.(it wont work)so you have to do is battle ANY trainer in Cerlean City near nugget bridge. Go back to Lavender Town and walk West in the little walk way then youll see that your menu opened up by itself,Press B to encounter a random pokemon. P.S you can do this after you get Mew
