(You need silver wing to do this)

1.fly to blackthorn city and buy 20 ualtra balls.(if you have one take master ball instead.)

2.fly to cianniwood city

3.go to the southeast whirl island.

4.explore until you fin the water in the cave

5.surf till you find a water fall and go into the first cave hole you see.

6.when next to the Pokemon save

7. Waken Lugia then use ualtra balls (or masterball)

Hint:: it's best to take a lvl 50 snorlax to parralyze and hurt Lugia with bodyslam
