Bro, I was searching for the answer for this. I randomly got found it; activate the beginner's buff found in the misc section of your inventory.
I abandoned this quest for a while because I was confused too, the game didn't even bother to specify it. Until when I faced a strong fish that I decided to use this item called "Beginners Buff" That adds 10% buff on CTR, SKL, and ATK. That's when I noticed the question mark icon had a notification pop out and I did the quest! Hopefully this helps
