Juliace says that not the Lightbringer itself would remove the ward but since an ember sealed it, your ember could also unseal it. So Fia will have to do it.
Bring the book to the Altar just outside the temple.
Like the Hay bales and embers in that other quest, drag the book "Restoration of The Lightbringer" to the altar.
