You need the air necklace, which is in aquatic mine. When you start the aquatic mine level go up and set the water level to three. Go down to the platform where you started and then go down another platform. Go left and then forward. Go down the hole that says 'Warning! Beware of ghosts!'. There should be a small hole that has water inside. Go through there as quickly as possible or you will drown. Once you get through get the level up and then you can say in any body of water for ever, witch means you'll be able to beat the last level for Knuckles.
