The Loyalty Meter in Cartel Tycoon is located at the top right of the screen beside your Terror Meter. Any actions you take in any region of the map affect the Loyalty Meter.

To increase loyalty you need to construct buildings that have the 'Loyalty One-Time Increase' boost, these buildings include the Salsa Club, Church, and Amusement Park. As soon as any of those buildings are constructed, your Loyalty Meter will increase. By throwing special events you will be able to donate large amounts of cash to get further loyalty boosts. These events are expensive but will give a significant loyalty boost making them a good
Investment for your cash. Just look for the 'Give loyalty on Action Specification'. An example of an event is the Salsa Festival at the Salsa Club. Providing you have the necessary funds you can throw as many of these events you like. They do however each have a cooldown.

Scattered across the Cartel Tycoon map there are towns that are under the control of rival gangs. You can take over these towns just like you would any other building and doing so will give you the ability to buy goods or resources there. This will also provide a small increase to your Loyalty Meter.
