Operation Phoenix

Approach the SDF Carrier Cerberus and you'll soon encounter two SDF patrols. Kill them and search for their Weapon, the (randomly dropped) HVR. Only pick it up briefly to scan it for your collection, then collect your original sniper rifle again, which is superior.

HVR Weapon

Continue and you'll reach the ship, the engine of which is being repaired by SDF Engine Techs. Kill the four of theme, then place the EMP Charge at the designated waypoint and make your way to the Hangar Entrance.

A lot of enemies will show up on the way. Use your grapple hook on the ones closest to you, but generally snipe most of them from a distance. When you reach the hangar, go down inside and snipe the two enemies in the distance. One of them is a Most Wanted target: Jr. Lt. Cesar Magana.

Enter the SDF Prototype Skelter and shoot your way out of the ship. Now you'll need to destroy the enemy gunships, of which three are Most Wanted 'Aces': Young Kim, Nicholas Rado, Taras Emin. Return to the Retribution afterwards.
