Want help with up grades

I am stuck with gate tavern pub and shipyard on level 4 and can't upgrade to 5 .what do I do

To increase levels in all buildings within your fortress need resources to upgrade. There is also certain buildings that will also need to be levelled. For the pub you need to have the weapon building also levelled up. For the shipyard you need to level up not only the dock but you also need to upgrade the armoury.
