Level 3-28 is when the ninjas are on the pseudo staircase. The objective is to have the flying launched bear hit the ninjas onto the ones on the lower level. Try to launch the first 3 for use like this, and launch the last bear at warp speed to reach the rest on the top platform. It takes quite a few tries, but with practice you'll see how effective my technique is. I've reached to level 5-27, which is the hard part for me. Good luck
