If you want to buy a horse with gems I think the best answer is to either wait till another level if you new or just delete and redownload the game, if this doesn’t work then try turning off and back on your electronic. The first time I got this game it allowed me to buy a horse with gems, but I got bored and I deleted it and about a month later I redownloaded it and it would not allow me. Maybe it only allows you once, who knows.
