Pulling the tails of the sheep or throwing them in the air makes them happy. Happy = Stars. Also keeping them well fed and hydrated helps keep happy sheep, planting flowers gets them in the mood for love, and after the sheep have finished mating they will also produce stars. But above all, completing tasks produces the most stars.
