Since you can't purchase a phone, I think you can't hire a maid or repairman.

You can select carma powers and use 2 play coins to use the fix it carma power. (on the 3ds)

You can make a townie that is good in fixing stuff and is clean and you get them to move in and not have a job. They should take care of most
