The hookshot is your prize for "winning" a "race" against Dampe's Ghost. You cannot beat Dampe, but you just need to get to the end quick enough. Dampe is found in his grave in the graveyard. Note: Finishing in under a minute will win you a Peice of a Heart. You can try as many times as you'd like.
The Iron Boots are found in the Ice Cavern. Traditionally, you wouldn't get the Iron Boots until after beating the Fire Temple, but you can get them as soon as you become an adult. The Ice Cavern is located in Zora's Fountain (where Lord Jabu Jabu once resided). Simply hop across the ice to the entrance (on the left).

What the guest said is right, however you need to be Adult Link when trying to get both of these. As Adult Link go to the graveyard, and on the left side at the very top in the corner is Dampe's grave. Pull it back and jump in and he'll challenge you.
You also need to be an Adult to access the ice cavern, otherwise Lord Jabu-Jabu will be in the way. Jump across the ice and go clear through the cavern. Also, save some blue fire to melt the red ice covering the Zora's King and he will give you a Blue Tunic allowing you to breathe underwater.
