The fourth mask should be the Bunny Hood, which needs to be given to the Running Man. He can be very difficult to find. During the day he can be found running around Hyrule Field. At night he sits down and you can talk to him. He will follow the road/path thing. I think he runs counter clockwise (when viewed from above), which means if you run the other way you should find him easier.

Yes, you have to give the fourth mask to the Running Man. He runs around on the path around the Lon Lon Ranch in Hyrule field at day and at night he's resting somewhere in Hyrule field. He makes quite much noise when he runs so that's a way to find him~

He's a running man that runs around Lon Lon Ranch. The easiest way to find him is to go by Lon Lon Ranch and look out towards the Gerudo Fortress, eventually you'll see him, make sure you're wearing the mask and then chase after him and talk to him.
