As a child, they aren't.
As an adult, they are located in 4 jail cells scattered throughout the fortress. They can be tough to find, but try different doorways. After rescuing them, they can be found in the tent by the bridge.
Gerudo Fortress is a maze. It can be frustrating, don't give up. Remember, you can leave and come back if you'd like.
