Can't battle Route 3 leader

Can't battle Route 3 leader
As far as I can tell I've beaten all the route 3 trainers (including the one over the bridge near the leader). Every time I go and talk to the leader (which has always been at night so far) he just says 'You should see this place during the day', and won't let me fight him. Is that a clue that I need to come back in the daytime to fight him?

Some Routes will have trainers that won't be accessible until later in the game when you have all the HM Moves.
