First you have to get the light bulb at yoshis pyramid...then take the light bulb to the warehouse basement

The ship's wheel is suprisingly in surf shine harbor.
Go to the middle house in surf shine harbor,go downstairs.
The room should be dark and you need a lightbulb from 2-2 the yoshi sphinx.once you stickerize the light bulb go to
The house again and paperize.

Go to sunsin hober and go to the dark room and get the light bulb in 2-2 and paperraze the light bulb in the dark room

You have to go to yoshi sphinx were star is then there is a door inside and there it is

In level 2-2 Yoshi Sphinx, when you reach the comet piece, don't collect it. Go left to find a door leading inside. Go in and keep going left. You will see a light bulb. Jump under it and it will come loose. Then turn it into a sticker and go down to the basement of Surfshine Harbour. Go into paperize mode and stick the light bulb on. The lights in the basement will turn on and there will be the steering wheel.
