You will find it in one of the lockers on you way to put the c3 on the gas tanks near the sagahod. The sneaking suit is eather in the locker where you put the long haird blond guy or in one of the lokers next to it. It isn't in the locker intell after you escape the prisen and go back to destroy the sagoahad. There will also be a mantnice uniform in one of the lockers. Cheak every locker it will be in one of them. Sorry for such a long answer I hop you find the snecking suit.
