If you mean how do you use the character and car tokens, as well as the red bricks...
This is for the 3DS version.
Go inside the police station, and to the left. There will be a door there. Walk in, and you'll be taken to another level of the station. The disguise and vehicle requisition areas are here. There's also a large lift. Step on to rise to a slightly higher level. On the left will be where you can unlock and activate red Bricks.
You can also activate red bricks whilst playing using the brick icon on the upper right of the screen.
