Why Does The Game End With A To Be Continued?

We solved all the cases and Tim can still talk to Pikachu, so why does the game end with a To Be Continued? I'm lost.

The game ends in a To Be Continued because Tim and Pikachu still haven't found out what happened to Harry Goodman. With the End of the game, they get set to move forward with finding Harry.
