You have to get a really REALLY big cat, and have it mate with a really REALLY small woman, and then two months later... No, wait...
No, really, you unlock Catwoman in LEGO Batman 3 by finding and collecting the Character Token in the Batcave Trophy Room.
GO there and smash the chess pieces and then build the kit they part up.
Bear in mind tho that there is actually more than one version of Catwoman in the game!
In addition to the standard Catwoman, there is also:
Catwoman pre-new-52 -- which you unlock in The Watchtower Quest 7: Cat that got the Gleam.
You get this in the Trophy Room by revealing the statue Lever using the Demo-Suit pull the lever then take the statuette to Catwoman),
Catwoman 1966 is obtained using Green Lantern in the Bonus Level - first you smash all the stuff then you build the Lantern Pad from the parts you spawn by smashing the stuff. That drops a box inside of which is the Character Token.
Bear in mind you can only unlock Catwoman 1066 in free roam.
