Well he is leafos brother who was tricked by prof pester into the forest and he made him eat a red and black candy which turned him into dastardos his original name was stardos.
Basically he's the guy who comes and kills your sick piñatas if you leave them without healing them for too long.
If you read the story book in the original game you should know that Jardiniero has four kids, Stardos, Leafos, Storkos and Sidos (who is now known as Seedos) and it's VERY heavily hinted at that Stardos got corrupted by professor pester and became Dastardos. (Though none of the characters seem to have made the connection)
So yeah now you know.
