He appears as Ivor Beggar first. He may visit your garden at any time once you reach level 12. To transform him into Ivor Bargin (and to have him open up his shop), you must donate 1000 chocolate coins to him. You should be able to make many smaller donations, he will accept anything and dissapear for a few days.
