Not sure of exactly how much water you need in your garden, but I made one of my gardens 85% water, and one showed up to drink. Not sure, but good luck :D
You have to have 50% water and water lily's and bullrushes
-Have 500 square pinometers of water (50%)
-Have 14 watercresses, 14 water lilies, OR 14 bullrushes in the garden
