The lock symbol indicates that there is some task or achievement that must be compleated to make he item unlocked and available for purchase. Find the pig statue to check what missions are currently 'open' and try completing them. There will be confetti at mission completion and if it unlocked an item to purchase it will tell you during the celebration. If he also needs to obtain more gold to make purchases all of the wooden crates and barrels can be smashed for gold and the gold deposit rocks can be mined with a pick axe to earn more gold. To mine, once stinkey Pete has given ou his spare pick axe, walk up to the gold from different angles until the 'press x to use pick axe' appears on the screen and then press x. Hope this helps him.
