Question for The Sims 3 Pets

Can you please tell me how to unlock the "just nine lives to live" step by step because I'm very confused. Help!!!!!!!!!

The simplest answer is select your sim and have him/her travel to the City Hall. At City hall agree to become a mystery investigator. Then choose Nine lives to live. You must have a cat in your household/family to be allowed to select this mystery.

Once you have the mystery selected just open your mystery log (same screen as karmic powers and town map) and it should tell you fairly clearly what your cat has to do to complete this mystery.

I don't have a answer I have a question when I look for Mr.snugglywiskers I can never find him and it never tells me what to do afterwerds
