When you get to the first stage on Tails's segment, you should follow the path quickly before the whale is set free. There should be a switch on a big island with robots and crates. Use Dummy Rings if necessary. Find and trigger the switch to close the gate, and move on to the next part of the stage. Hope this helps you out.
