how do you get to offline co-op

If you mean offline two player mode, there is none.
He is right they had it in skate2 but took it out of skate3 for some reason I guess it's because of the awesome new tricks like the dark slide, dark kickflip, dark catch etc. I don't remember doing the miracle whip either on s2
If you buy the san vanlonia add on I believe you can use split screen
No you can not sadly:( But if you buy the San Vanionia DCL you can play split screen.
Skate 3 says specifies that there is co op so you people are totally wrong

Install the San Vanlonia Party Pack DLC
Pause
In the pause menu, start a new party
I believe that from there, there is an option for splitscreen multiplayer
