All Power ups Cheat

I read someones cheat it said to enter a army base kill everyone then jump to celling there should be an old man siting on a railing consume him save the game turn of console turn back on i should have all power ups but i cant find old man please tell me if you have heard of this cheat and tell me if it is real or fake Thanks for Reading

Of course it's fake, I've ben up on the ceiling while infiltraiting a military base. There'd no old guy. He's lieing. Never fall for scams like that.
